A message to our members
The Local 528 staff is here to represent and empower workers and their families. We educate, organize and negotiate collective bargaining agreements. We build alliances and forge partnerships with the dignity of labor as our guide.
The general membership is encouraged to participate in the decision-making process including the selection of leaders. We work as a team and each member has something to contribute and a talent to share. We look forward to seeing you at our monthly membership meetings and at work in the field.

Local 528
Eric Coffelt has been a Local 528 member since 1996. He spent 10 years in the field, over 10 years as an Organizer and since 2015 he has been the Business Manager. His primary task is to administer the Local and its staff and represent the members of this Local.
Jill Wunch came on board Local 528 in February 2020 as Office Manager. She earned a BA in Communications / Public Relations from the University of Washington (Go DAWGS!) and brings over 25 years of experience in office administration, financial management and event planning in both the for profit and non-profit worlds – the last 15 in the construction industry. Born and raised in Seattle, Jill and her family are avid Seahawk fans and proud Sounders FC season ticket holders.
Joanne Moore began working for Local 528 as a Bookkeeper/Administrative Assistant in January of 2018. She holds an Associate’s degree in accounting. She has 2 years in the accounting industry, 7 years of medical and insurance billing and she is currently working on her Bachelor’s in accounting. She also has a bachelor’s in psychology and a minor in law and justice while pursuing a Master’s in forensic psychology. Joanne’s positive and upbeat attitude along with her commitment to our members makes her a great asset to our local, and her two children.
Justin Palachuk has been a member of Local 528 since 1999 he became a Business Agent in 2015. He is currently a H&W & Pension Fund Trustee; Union Treasurer and he manages the Market Recovery Fund and our Local 528 Members Facebook Page. In 2023, Justin became the Dispatcher for Local 528.
Marilyn Kennedy has been a member of Local 528 since 1995. She spent 21 years in the field and 13 years with Conco where she was a Foreman for 10 years. She has been the Unions' Recording Secretary since 2003. Along with the assignments delegated to her, she has made it a priority to seek out and recruit women into Local 528. She encourages the women of the Local to become active sisters with the Local and each other. Marilyn covers the East Side as a Business Agent.
Raymond Dumas joined the Plasterers in February of 2011. He is a well-rounded Plasterer and came out of the field as a Foreman Fireproofer. He has served multiple terms on the Executive Board and represents the union on other committees and delegations.
Jose Belica has been a member of Local 528 Since 1995. He is our Spanish speaking Business Agent, His area is all things South of Seattle. Jose primarily worked in the curb & gutter world.
Joey Neff has been a Union member Since 2008, He is a Business Agent that covers all of our Tech needs. Joey Manages our new database, website, membership publications and YouTube account, if you have a creative idea or suggestions feel free to reach out.
Nick Scott has been a union member since 2000. He has worked in many areas across the United States and has lived in Alaska since 2015. Nick is the Alaska Business Agent and his jurisdiction covers 600,000 square miles of Alaska. He enjoys hunting, fishing and spending time with his family.
Kenn Johnson is the Business Agent/Instructor in Fairbanks. He has been a Union member for 20 years. He has held the Officer/Instructor position for the past 4 and 3 years, respectively.
Travis Metzger has been a Local 528 member since 1999. He has spent nearly 20 years in the field, almost entirely as a Foreman for large flatwork companies. He has been a General Foreman at the Conco Companies for the last 6 years. He is now a Local 528 Business Agent, covering the east side south.
Jordan Russeff became a member of Local 528 in 2015, (with previous experience in flatwork.) He confidently dedicated himself to the craft and the union. He has regularly attended union meetings, participates in fraternal events and has been and is a delegate on building trade councils. As a Business Agent, he wants to give more to this union and will bring his own skill set and work ethic to this job.

Union Leadership
Elected leadership at the Local starts with the Business Manager/Financial Secretary. He/She oversees the operation of the Local. This includes supervising and directing the agents and staff, and making the financial decisions that keep our Local healthy and prosperous. The President of the Local is the Chairman of the General Membership meetings and ensures that the meetings are conducted according to our Constitution and By-Laws and Roberts Rules of Order. The other officer positions include: Vice President, Treasurer, Recording Secretary, Sargeant-at-Arms, six (6) Executive Board positions, two (2) Union Trustees and Health & Welfare and Pension Trustees. Members in Good Standing are encouraged to participate in the Local's democratic process.
The Local Executive Board is made up of 6 elected members. It also includes the President, Vice President, Business Manager/Financial Secretary and Recording Secretary. The Executive Board hears and deliberates charges filed against members, makes recommendations to the General Membership concerning expenditures and discusses any general Union business brought before it. They are a part of the checks and balances for our organization.
Members in Good Standing elect Delegates who represent the Local's interests at the International Convention, (held every five years), and at the Annual Northwest Conference. The Delegates our members elect to represent our Local have voting privileges, receive progress reports, financial statements and information about our International Union and take appropriate action on necessary items. Your Local Delegates also elect the International’s officers every five years.
